Earthquake warnings go out to smartphones when the quake’s intensity is expected to reach Level 4. Last night in Taichung, some residents received alerts as many as three times, while others got it only once. The local fire department released an infographic to explain why.

A top reason for a missed alert is that the phone is in use when the warning is sent. The user might be in a voice conversation, or using the 3G network to browse the internet. Another reason is that the phone is set up to refuse alerts. To accept alerts on an iOS system, navigate to “Settings,” find “Notifications,” and turn on government alerts.
