Last month, two Chinese fishermen drowned after their boat capsized during a chase by the Taiwan Coast Guard. Their boat had entered restricted waters near the Kinmen islands. Since then, 15 sessions of cross-strait negotiations have been conducted on the matter, but no consensus has yet been reached. Mainland Affairs Council deputy head Chan Chih-hung says the lack of consensus does not mean negotiations have broken down. He says discussions will resume again after the results of a judicial investigation are released. This is what he said.

They mentioned that they want to hear the truth on some aspects of the incident, but at the same time they want us to issue an apology first. The logic is all wrong here. We can only know who should apologize to who after the facts come out. Otherwise the mainland side says one thing, the coast guard says another and there seems to be no way to get both sides completely focused on the matter.

Former President Ma Ying-jeou has taken the incident to criticize the DPP, saying the ruling party does not know how to communicate with China. The MAC responded to his comments, saying that Ma should spend more time persuading China to communicate with Taiwan.
